That sounds vague and abusable. At any rate it doesn't have to just be illegal to be an issue if it's just considered socially unacceptable, not that I know anything about Russia or its general public's views on homosexuality, but discrimination could still be occurring and in that instance if you wanted to protest, or what have you, against the discrimination of gays I could see that possibly coming into conflict with pro-gay propaganda laws. But I don't know anything I just doubt you really know anything either.

Defendants argued that this was for spreading general and true information rather than for propagandizing, the court didn't agree. Same argument went for a sign saying "being gay is okay, hurting gays is criminal", it was too denied. They argued that this was unconstitutional, however the court said that constitution demands that the freedom of affiliation must be upheld, which means that propagandizing minors is not protected by the constitution.
