I've never seen couriers around my area dress like that, mostly they just wear the same half punk/half hipster clothing. Watch a movie like Pedal (on youtube) or Red Light Go if you want to see courier clothing especially if you want a early 2000s feel, those movies were made during a different time in messengering. Now you see a lot of rich kids trying hard to look homeless moving food back and forth, at least by me.
