Dredd is a strange case, because normally you'd expect it to focus on the more low life people living in the city, the criminals. Generally what makes Dredd so interesting to me at least is that the judges are corrupt as fuck and the main character has to reconcile that with his own sense of justice (I'm talking about the comics here more than the film). You're right though, it's interesting how that's considered cyberpunk but some other things aren't.
