Like all things animation, it depends on a lot of things. Style, scope, skill, and time.

Even if the models are simple, they still needed to be textured and the head texture would need to be changed to reflect expression, and lipsync.

Low poly animation is still animation. Its always easy to make it, but Hard as hell to make it look GOOD.

The less reliant you are on good animation, the more dependent you become on characters and good writing.

In your case, see what Fiori party is doing, if they're still around, and get them to work with you, That way you have voice actors.

An idea might be to make your series an animoo parody, but instead of calling it that, make Call it "Anime 64," because low-poly nintendo haha funny right?.

OP has an opportunity here. "An all-Hispanic cast making an anime parody done in a loving tribute to the old days of 64-bit 3d graphics."
