Mine was Fat Dog Mendoza.
It aired on CN here in the UK back in '98 and I couldn't forget it no matter how hard I tried.
It's about a Dog Scorpion Beach Ball thing and his Kid Owner Super Hero Wannabe living in a Pothead's wet dream of a town getting into all kinds of plots trying to be heroes only to end up laughing it off after both failing and succeeding in some way.
It already sounds like some MTV reject that got passed on to Nickelodeon, and got rejected again. Or maybe the last true 90's cartoon trying to fit into an era that did every bit of it to make sure it dies (it lasted until 2005). It is however, based on a one-shot Dark Horse comic from the 90's that got approved way too late for a full fledged animated edition.
And here we are, it's as every bit of weird as it sounds, I'll even link you the episodes since DVDs are harder to find than the Holy Grail (working links):
