It was on the Cartoon Network in 2004 likely.

The drawing style is similar to the "Samurai Jack", but I checked all the episodes of "Jack" and didn't find the only episode which I remember:

it starting to rain and people in trance open their mouths, lift their heads up and water begins to pour over the edge of their mouths

Sound like a Powerpuff girls episode, the old show from 1998 not the crappy 2016 reboot. Or you can check out Dexter Lab to which was directed by same directer of Samurai Jack.

Could it be the one gag from Johnny Bravo about turkeys that look into the sky opened mouth and drown in the rain? It was followed by Johnny doing something similar to what you describe but talking instead of being silent.
