Jesus tells about selling everything that you own and giving to the poor and right now I currently have $100 and have yet to sell everything.

The problem I have is that I can't give my money to a poor person because most poor people you see on the streets are really just trying to get drugs and alcohol. I have no way to leave my country and go give to the poor in genuinely impoverished countries(impoverished by bible time standards). I would give it to a charity but it just doesn't feel right because charities show you all that they are giving and Jesus said to give to the poor in secret.

Can someone please help me with this.

Jesus didn't tell us to restrict what poor we give to. You should just give as much as you can to bums on the street, refer them to your church, and then leave them with a simple 'God bless'. Pay no mind to whatever ill substance they're likely to spend it on, but pray for them.

You're making the mistake of reading the instruction to the rich young ruler as prescriptive for everyone, but it's not.

The rich young ruler was idolizing his wealth and Jesus identified that.

The Bible also talks about some challenging ways to follow Christ, Peter James and John drop everything from their fishing career. Jesus says you need to hate your family. These are things we need to be willing to do, but not a model we have to follow in order to be right with God.

You're right about the usual state of vagrants and that they squander resources. The Bible says that he who doesn't work shouldn't eat.
