No, of course not, but according to the laws of the United States, a website can be a church. As for scriptural, there is nothing to show that a website cannot be a church/gathering. Scripture is very clear that there are three Churches - the Church Militant, the Church Penitent, and the Church Triumphant. The Churches Penitent and Triumphant aren't physical gatherings, but they are still Churches. Therefore, it can be argued that the internet is part of the Church Militant.
