Thou shalt have no other gods before me

This commandment acknowledges that people do hold beliefs in other gods than the one who is supposed to have revealed the ten commandments, knowing that this is then the case, why is no effort made to disprove these other gods?

The main reason why is tact.

If you want to make a heathen into a Christian, starting off by telling the heathen that his god is false is untactful and unlikely to win you a convert. It's more effective to be a good Christian when you're around them, improving their lives by being helpful to them. Then they'll come to you, interested in what your religion has to offer. You want to make the heathen willing to convert on their own terms.

This is what missionaries do.

Actually it hints to the polytheistic origins of Judaism. The Canaanites where polytheists. El, was simply one god among many that a tribe of Canaanites swore fealty to and from there Judaism was born. The commandments were part of the pact between the tribe and El.
