There's no positive gain in killing civilians. In Just Cause 3, if you accidentally kill civilians, Rico will say in discontent that he's being "sloppy", implying such actions are not his intention.(let alone the whole point of the game is that you're trying to save these people from totalitarian regimes.)

yeah…Christians believe in charitable work and voluntarily alms giving; some of us are even called to monastic life, in which we pretty much depart from all that is not the bare minimum to survive, bodily and mentally, to grow as much as possible in the soul. Socialism and Communism impose you to give your stuff to others; coercion is not a virtue but a sin.
