Why is John 3: 13 not a contradiction?

But didn't Elijah go to heaven?

2 Kings 2: 11

"As they were walking along and talking together, suddenly a chariot of fire and horses of fire appeared and separated the two of them, and Elijah went up to heaven in a whirlwind."

The point Jesus was making is in the context of the previous verses.

>Jesus answered, “Truly, truly, I say to you, unless one is born of water and the Spirit, he cannot enter the kingdom of God. That which is born of the flesh is flesh, and that which is born of the Spirit is spirit. Do not marvel that I said to you, ‘You must be born again.’ The wind blows where it wishes, and you hear its sound, but you do not know where it comes from or where it goes. So it is with everyone who is born of the Spirit.” John 3:5-8

No one has ascended into heaven by their own ingenuity or power, but only those who have been born again of the spirit. Elijah presumably was born again, and so he ascended.

There are 3 heavens, the sky, the outer atmosphere, and the home of God. Hence why the Bible talks about birds flying in heaven and so forth. Elijah went to one or both of the first two. God just picked him up and set him down somewhere later. No one except Jesus had gone to the third heaven, God's home, at that point.

The KJV states the following:

And no man hath ascended up to heaven, but he that came down from heaven, even the Son of man which is in heaven. – John 3:13

The first part which you are interested in here means that no man has ascended up into heaven except for him that came down from it. Elijah did not ascend up there, but rather he was taken. Similarly with others. Only the Son of man has actually ascended up into heaven and gone there that way. Unfortunately, modern versions simply mistranslate this.
