This is Metropolitan Kallistos Ware, an Orthodox bishop. He's one of those who are translating the Philokalia (a collection of spiritual texts popular in the Orthodox Church) in English. As of today, 4 of the 5 volumes of the Philokalia have been translated into English, and we've been waiting since 1999 for the fifth volume to come out.

I assume OP is calling him a heretic jokingly, since he has annoyed people with his statements, perceived as liberal and modernist.

Kind of. He said something about how the Orthodox Church should change it's views on homosexuality, but IIRC what he actually said was much more nuanced than that and the media completely twisted his words.
