Like how a father disciplines his child for development of character and morals, God does the same to us. Of course assaulting someone for no reason is a sin, but discipline is not for the sake of unleashing wrath, but for making the other party a better person.

Think about this every time you go through a hard time. It's happening for a reason, and if you trust in God's judgement and follow his word, you will come out stronger as a result.

The verse here in Isaiah 45:7 contains a Hebraism, where evil is contrasted with peace. It certainly is true that God can cause evil to befall someone, which is the opposite of giving peace. But God is never unrighteous in doing so, whereas man might be, in doing so.
