Depends on the kid's age. You're not going to teach a 5 year old critical thinking skills or deep theology, so you have to keep it simple when grandma dies.

I think the real question is how moral is it to tell children things like this?

Is it moral to lie to them about loved ones or is it akin to telling a child a fable like Santa?

On a scale of 1-10 it is 0. Never lie to someone, as we don't know their future. Their loved ones may not be in heaven, and they may never get there.

At least until they're emotionally mature enough to grasp death, I think it's okay to at least imply people go to Heaven when they die. Once they're a little older and can handle the idea of hell, you can clarify that by saying that God judges whether people go to Heaven or not.

I think being told for much of your childhood that a close family member is burning in hell would be traumatizing and effect the way a child perceives the legacy of that person in their lives, even when they're mature enough to take a step back. I'll say 7.
