I'm an agnostic/questioning (maybe leaning towards Agnostic Theist, used to say atheist), was raised Missouri Synod Lutheran, and I'm considering converting to catholicism.

Right now my life is very very difficult and trying, I have no friends, I'm extremely neurotic, and I'm worried I might flunk out of college. I just can't find the strength to fix my own problems.

Which saints am I supposed to pray to on this and how am I supposed to pray to them? Is that "allowed" if I'm not officially catholic?

You don't pray to saints. You ask them to pray for you.

Saint Philomena is who you seek.

Not rude ok but why do you overcomplicate your situation by not educating yourself properly on the bread of Christianity before delving into the complicated traditions of Catholicism?

You need to read your bible and understand the promises of Christ if you want to relieve your burden, not confuse things for an already troubled mind by praying to a saint to ask a God your not sure is there if he can help you, also try the book pilgrims progress, it's very comforting and has a good insight into the phycological experience to expect from choosing to begin becoming a cgristian

Start with the book of Matthew and remember

Matthew 11:28-30

28 “Come to me, all you who are weary and burdened, and I will give you rest. 29 Take my yoke upon you and learn from me, for I am gentle and humble in heart, and you will find rest for your souls. 30 For my yoke is easy and my burden is light.”

Here are some resources you might find useful in general

And in more general about the psychological stuff

I was a neet for about 4 years before getting involved, it's a bit weird/difficult but God gives us suffering so we may develop in virtue and glorify him.

You are allowed to pray to them it just won't be the same as for someone whose actively a part of the Church, still good to do though.

Saint Joseph of Cupertino may be a good one for you

For your studies St. Thomas Aquinas

St. Dymphna would also be good for anxiety related things

Also keep in mind you have a Guardian angel that's been with you from the beginning and trying to help, so they are good to ask as well.

This is a lecture on devotion largely to saints in general

Ignore this guy shilling

The Holy Spirit is guiding you and you should follow it, look for a mass near you and try to get in contact with a Priest he can give you some good pointers. Your college likely has some people there that may be able to help you.

Also this prayer from scripture is oft used and recommended to people having difficulties

but if you can do anything, have pity on us and help us.” 23 And Jesus said to him, “If you can! All things are possible to him who believes.” 24 Immediately the father of the child cried out[e] and said, “I believe; help my unbelief!”

The "I beleive, help me with my unbelief" sort of formula

You can't go wrong with asking st. Anthony to pray for you. Maybe say a prayer to st. Michael the archangel to help you against evil spirits. Yes, of course it's allowed even if you're not an official Catholic because your desire to become one basically makes you Catholic.
