No you're right, Luther believed that reading the bible subjectively was wrong. He did however believe that if you didn't read it exactly like he did, then you were also wrong. Erasmus called him out on this, too.

No, the Catholic view is that not every chump should be able to "intepret scripture" themselves without recourse to a higher authority, because otherwise you end up with trash like Mormonism, Jehova's Witnesses and Seven-Day Adventists.
