You can't just defrock a priest whenever you want, which is what people are really asking for. Essentially, he needs to commit specific canonical crimes in order to warrant being defrocked. "Tweeting lefty things that scandalize people" is not one of those crimes.
As far as discipline goes, that depends on his bishop. The problem is, he's from New York. That place is a cesspit. It's highly likely the bishop who's jurisdiction he was under was more than happy to let him go on about his business since it made them more popular with the right crowd over there.
Pray for him. If you hate what James Martin does but do not pray for him, you are part of the problem.

I was there the night he got onto the discord and gave a personal testimony that he has turned towards the Lord. Which is awesome since I was praying for him for a long time, now time for him to clean up the Church at his location, and come home.
