Those are people who tasted the word of God but ultimately rejected it. They tasted but did not receive. They were given understanding of the gospel, they saw the truth and comprehended it, but for some reason they didn't accept it and finally rejected it. It was their choice. The important thing to note here is that they never did gladly receive the word of God, they were never saved, they never had faith in Jesus Christ, and Jesus Christ simply never knew them. As it says in Matthew 7:23—
>And then will I profess unto them, I never knew you: depart from me, ye that work iniquity.
Notice that in Hebrews 6:1-3 it's mentioned that we've already laid the groundwork of faith toward God and election. This passage then is about a group of reprobates who, in their minds knew what it was they rejected, and went down that path despite this. It's a hard thing to contemplate for the rest of us, but the word of God tells us it happens, and be aware that it is out there. There is a point of no return and it has been crossed by certain people. If you are worried and troubled about it, that is always a clear sign that this doesn't apply to you. This is a very common concern among people at some stage, in fact.
