Doctor Pavel refused his offer in favor of CIA's. They had to find out what he told him.

Apparently he trusts Pavel when he tells Bane that he told CIA nothing, because he never gets any more info during the scene, and any info he got after the scene could have been gained without ever interacting with CIA, by just running off with Pavel and never getting on the flight plan.

Bane was wondering why CIA would shoot a man before throwing him out of a plane. He therefore believed that CIA was telling the truth about the flight plan he just filed with the agency listing himself, his men, Doctor Paveleer, but only one of the hired guns, and therefore needed the right amount of bodies. Some people say that Bane's wondering about shooting a man before throwing him out of a plane was sarcastic, implying that he knew CIA was lying and that they were all on the flight plan, but that would be silly, because then having only one Phil Collins body double would mean that the flight plan was still missing three people, completely defeating the point.

Bane probably knew that you don't list passengers in a flight plan. CIA is just talking out of his ass when he says that. A flight plan simply notifies center control of where you are going and what you're flying, there's no need to include how many passengers on a flight plane because it doesn't mean 5/8ths of fuck all to a guy in a tower who sees you as a blip with a transponder code.

It's also generally assumed that the number of people on the plane at takeoff will be the same as the number that get off the plane when it lands. (Discounting extraneous activities like parachuting or some kind of stunt)

tl;dr Bane knew all along that CIA was full of shit.

Bane addressed this under the guise of "we had to find out what he told you," referring to Dr. Pavel. The reality is, Bane knew Pavel couldn't possibly have contacted CIA (as Bane knew CIA's whereabouts). The real reason Bane needed to get on the plane was to see CIA for reasons unknown, perhaps to make sure he was dead. Perhaps this was a parallel to Greek myths of people trying to avert prophecies and unwittingly propagating them - in that Bane knew CIA could survive the plane crash and it was up to him to make sure he didn't, only to make way for CIA's survival.

Bane knew the flight plan was a sham; a fact which CIA and Itten both were unaware of. Bane had to make sure everyone on that plane was dead so as to not risk the word getting out as to what was really going on.

Bane is an unreliable narrator (and we can count on that as Bane is the last character we are left with in the film that was on the plane), thus when he tells us about the events that transpired on the plane we can assume that not all of it, if not any of it, is false. There may have been no convoluted plot, it may have been all a ruse in order to make the events cloudy and hard to put together - all part of the Master Plan.

He needs to list how many guys are on his flight plan so the people waiting at the destination can prepare them for custody. Wouldn't it be awkward if they brought one van that could not fit Smee, his men, Dr.Pavel here, and one of Bane's men?

Obviously its a guy that looked like Dr.Pavel and they put Dr.Pavel's blood into the body for when they do a blood test to confirm its actually him in the wreckage.
