How long did it take for CIA to file his flight plan? What were they doing while they waited for it to go through?

Because you know just because its the Agency doesn't mean bureaucracy is any more efficient.

>How long did it take CIA to file the flight plan with the agency

>The agency being CIA

>Which he is

<How does he have the patience to deal with so many bureaucratic middlemen?

That's sort of like asking, "how long does it take me to tell myself something?" Being that he IS the CIA, he's the one keeping track of all the flight plans, so he need only make a mental note of the plan he wanted to file; therefore it took no noticeable time at all, the flight plan was filed instantaneously.

But if you want to talk about bureaucracy, what you should really be asking is how long it took Bane to file his master plan with the Leagof Shadoush, must have been a mile of red tape dealing with those clowns.

>The Agency

Perhaps by 'Agency' he meant the FAA (or some equivalent local organisation) which is in charge of flight plan administration, or perhaps he was saying

>with the Agent C.

Agent C being a certain person of some authority within such an organisation in charge of regulating aviation, or another organisation or authority or a representative of a person to whom the Central Intelligence Agency is accountable (either formally, informally, or even temporarily as this occasion might have had warranted such an interference, or at least co-operation between the two) in which case he certainly did face some sort of bureaucratic nightmare. In fact, the very fact that he referred to him as 'the Agent C.' was, perhaps, an indication of that person's rather well-known, and perhaps fearsome reputation as a bigshot mandarin or person of influence within whatever organisation, country or circle he worked for.

CIA never actually filed a plan, if he did he'd at least say he's bringing back 3 extra big guys because he didn't throw any of the plane. It wasn't in CIA's moral character to shoot a guy or throw him out of a plane. Bane knew he never filed a flight plan with the agency and why he asked his brother to stay behind in the place of Dr. Pavel since it was expected CIA was only picking up Dr. Pavel who told CIA nothing, including having met Bane before.

I didn't draw so good who wants to try next.

Funny topic. CIA would have to file a flight plan with the local airspace controller in order to be assigned a legitimate transponder code which would be displayed on local airspace center radar screens. Without broadcasting a transponder code the unassigned radar blip would be intercepted as a suspicious and potentially hostile aircraft.

How I would imagine this works is that CIA filed his plan to an agency aviation service who, in turn routed his flight plan through local airspace under the guise of a CIA owned (or used) front company.

>The flight plan I just filed with the agency lists me, my men and Dr. Pavel here, but only one of you.

It seems CIA was filling out the flight plan for each of his men, himself & Dr. Pavel, but when it came to listing Bane and Banesmen, CIA got tired and decided to save time by cutting corners. CIA knew that it would take too much time to get permission to bring friends, so he bypassed the bureaucracy and listed the extra prisoners as hired "guns," purchased from a local store.

>Agent C

Agent C is Special Agent Cooper. CIA is working for the FBI.

It's "The Aegean Sea." He is referring to a covert CIA base that operates near the Aegean Sea, which isn't unreasonably far from where they picked up Doctor Pavel in Uzbekistan.

If he's travelling from the mountains of Uzbekistan to the Aegean then he's clearly traveling most of the way through Turkish airspace. This may be confirmed by the fact that before taking off CIA says he's going to call Itin, itin being a clear codename and a turkish word that means 'push'
