It does list number aboard. Presumably Bane also had the option of taking CIA and CIA's men and leaving some of his own men, or more Phil Collinses, behind to replace them. This leaves the question of why they left Doctor Pavel's blood in the body double if Doctor Pavel wasn't actually listed specifically in the flight plan. Though perhaps he was under Remarks.
