The fact that he calls CIA "Sir" indicates that at least one of these men does not feel in charge.
Masketta does seem to feel in charge, though. He smugly grants CIA his charity, and has the rest of the principal characters under his command. In fact, he even declares that the men he is handing over to CIA work for him. "They work for the mercenary, the Masketta Man." Though he is a mercenary, in this case working for CIA, it is made clear that he is selling his services in a seller's market, and he is in fact in charge.
