You spelled Smee's name wrong. In the scene, CIA clearly states: "The flight plan I just filed lists Smme, Maimen, Doctor Pavelheer. Button Lee, Juan Oveau."

The characters of this masterpiece easily divide into two groups, this absolutely being an intentional choice by Christopher Nolan. Bravo. These groups are as follows

As you can see, all of the characters introduced and named in this masterpiece fall into one or the other group. The duality of these groups is the driving force behind the behaviors of all of the characters in the film. One may be surprised to find that CIA and Bane are in the same category. This, however, is a trap for young Baneposters. Once thoroughly studied, CIA and Bane are found to share many of the same attributes (both are big guys, both are in charge, both of them have planes, both fight for a greater good, etc.). There are still many truths to be discovered. Why wouldn't CIA include himself on the flight plan? Why are those mystery pilots not listed on the flight plan?

One takeaway from this grouping is that CIA, Bane, Masketta Man and the Maydays are conspiring together throughout the entirety of the production. While this raises some questions, it also answers others, such as why the pilots did not spot Bane's gigantic plane flying directly over them. In conjunction with the Parachute Theory, which attests to CIA's survival through his use of a covert parachute worn under his jacket, we can then conclude that CIA and Bane acted in unity to reach their common goal of kidnapping Doctor Pavel. The Maydays sacraficed their lives, Bane flew off with Pavel only to immediately land and recover CIA, who had now successfully faked his death by parachuting from his destroyed aircraft. At this point, The League of Shadows was able to recover Doctor Pavel and CIA while the event appeared to the rest of the world to be an accidential plane crash.
