Wait, I think I've cracked it. What if the dialogue is:

Think about it. He's referring to Bane as the masked man, because no one cared who he was before he put on the mask so he doesn't actually remember his name. The hired guns that Masketta claim work for Bane later help him crash the plane with no survivors. Was Masketta trying to warn CIA of Bane all along? Maybe Masketta and Bane were working together.
