To a point, sure. The one universal limit on speech is a call to action. For instance, yelling 'Fire' in a theatre or yelling 'Bomb' at an airport. It isn't just the words that matter, it is that they call people to action. It is like yelling 'Rape' when you aren't being raped. It calls people around to help you, and if it isn't a valid call to action, that is illegal.

resi 4 is an action game though. yeah I enjoyed RE6 and on that note 5 too. I'm not saying "horror is better as an action game" but that both of these series are better as an action games because the basics of them learn alot more towards that genre. resi 7 is my example of why I think like this. it's hailed for being a horror game since it's silent hills/p.t inspired but the majority of what you do in that game is watch cutscenes and shoot phlegm monsters.

I wouldn't say primarily, but [opinions]. 6 was just... eh. 5 I really liked when I was playing with my friend because it was cheesy and I'm a fan of that kind of thing.
I just tend to define horror games not so much by what you do (shoot things, run away from things, etc.) and more about the intent behind it and the atmosphere it creates. Similar to the difference between a horror movie and a straight up action movie.

all of what I said I left aside what I thought about if they're good games. honestly the best resident evil has ever been is with both the case files games. I would full heartedly say those are horror games.
typically when I hear that argument you just made. it's usually "any game can be a horror game so long as it carries a horror theme" but I think this and your point is somewhat lacking. honestly my reasoning for this is best summed up in that video of why farcry 2 is the better then farcry 3. a horror game can't just have the superficial aspects of it "spooky". it must also reflect it's tone within it's gameplay. this is why silent hill 1/2/3/4 are universally agreed to be the best of horror games, 2 especially. I'm not saying "tank controls = true horror game leik if you agree" but more so that you're playing as someone who isn't a fighter of monsters. isn't trained what so ever in the arts of survival. just average people with all of that madness happening around them. so not being able to swing a rusty pipe well fits the character.
Issac Clark is an engineer. only in the third game does he do any sort of engineering but in all the games he's a one man slaughter house just because. he finds actual usable weapons very easily. he has the ability to momentary freeze monsters and gravity gun objects at them. it's not the sort of thing that really makes sense to serve the story or his character but more for player comfort and "fun" gameplay.

once you start making a game revolve around the player. you may as well make it into video game genres that are better suited to that sort of thing. horror isn't one of them.
