Mostly agree with this, if you boil down morality, it's a survival mechanism.
But we don't know if it's 0% hereditary. We also can't resolve every conflict with some theory based in this fact. The more you climb up maslow's pyramid, the more obfuscated things get.
I also have no idea what "all basis of morality is duty" means. Duty is a moral or legal obligation. Rather than being the basis, they are consequences derived from the basis. So what is the basis? This is very shoddily described. I emphasize this because the entire argument kind of falls apart here. Calling "duty" the basis for morality doesn't make it the basis for morality, and no argument has been given to make this case. It's an assertion.
Next we have the problem as to why juveniles are categorically excluded from the possibility of loving their families, having self-interest, being dutiful to their countries etc.
And even if it were true that juveniles are incapable of behaving morally, when's the cut-off point? At what age do juveniles acquire the capacity for duty, and why does it pass by people that are decades older? What about all the people that behave morally without any sense of duty? How is it "instilled"?
The last paragraph is a bit controversial because it's essentially asserting the validity of the retributive justice system. Basically, that we're punishing people as a lesson, and as a lesson only. People with a basic grasp of justice know that other than this, punishment has a deterring effect on would-be criminals, so even if you believe in, say, pure determinism (which people usually argue means that it exonerates you from all crime because you had no choice but to be a criminal), the best option is still to punish the criminal, in order to reduce total crimes. And as long as we can't just give every criminal therapy (which we could), that's the best you can do.
Now I'm guessing the context is the US, where juvenile offences aren't just rare one-off occurences.
I know the way it works in germany is that generally the adults take responsibility for minor offences of their children, and the youth detention centers are for heavy offences. They go up to the age of 24, which seems to be the legally defined limit for when child rearing no longer applies, and parents stop being responsible.
I guess parents never stop being responsible, it's just that there is no deterministic effect in punishing the parents over the children once society has collectively decided such. In a way, it depends on our of definition of youth.
