Gotta download the toolchain, then when running make, make sure that it looks for libraries in /path/to/toolchain/usr/lib rather than /usr/lib/ , then compile the package, scp the compiled packages to the pi, and then do the install.
This also means that you'll actually need to install the -dev dependencies on your pi and transfer those libraries to the system you're compiling on, else you'll get errors.
Shit's complicated, but even if it takes 30-40 minutes, it's probably still faster
