Canada is a no go for loli stuff, it's flat out illegal, especially sex toys. Canada seems very inconsistent about enforcement however, especially if you stick to digital only stuff. Taking anything, including digital shit, across the border is playing with fire, though.
In the US lolicon is a legal grey area where it's technically legal but can be illegal under certain bullshit obscenity laws that are unenforced 99.999% of the time and are borderline unconstitutional. However you have a 1 in a million chance of ending up like Chris Handey if someone really wants to fuck you over and you happen to be too poor/stupid to fight the charge in court.
There is a lewdgamer article one anon likes to shill that is full of disinfo as well, it's a shitshow where the author claims loli is absolutely illegal in the US after making a boisterous claim that he's more knowledgeable than lawyers that have spoken out on the subject.
As for personal experience I've had a package with a lewd loli figure get pulled in a random inspection at US customs. The box was resealed with tape that said "Inspected by US Customs" and there was a letter attached apologizing for the delay and a boilerplate about how random package inspections keep us (((safe))). Over the course of 15+ years and hundreds of imported packages I've only had that one package inspected.
Keep in mind the US is likely going to pass a bill that bans childlike sex dolls and sexbots (yes, they're thinking that far ahead), and if that passes I'd say ordering a lolicon onahole would be sketchy.
