Every wondered how they can make clothing in different sizes and it fits ?
It's because in general the body is a series of ratios.
For example mens chest is usually 6 inches bigger than waist.
It's not exact but the male hips / waist ratio is about 0.9
I believe the female hip / waist ratio is about 0.7
So for a woman that means 24 inch waist, 36 inch hips .. at 0.7 ratio hence the classic 36-24-36 measurements.
For a guy the figures we get 42" chest and 36"
waist but that that's actually 32" narrowest point and 36" hip/waist.
It's that narrow point that lets a skirt stay up.
It's the much wider ratio and cut of material that makes the skirt flare out and give it shape on the female body.
It's why a CD/TV might use padding for their hips and/or a corset to draw in their waist at it's narrowest to further define a feminine figure.
It' also why woman wear corsets too. It further increases the waist ratio.

Hips = will be bigger than your hips.
Now pop along to a charity shop or order something online.
If you order online you can return it from most of the major retailers.
And lucky you gets to find out that many stores use size as pretty much a guide. Ask a girlfriend I'm sure she has a story about how she is a 10 in these stores and a 12 there but a 14 (OMG!) in this one.
