The few exceptions are the second prince, the princess and Marquis Raeven. The Empire also used to be this way, until the current Emperor took over, killed most of the nobles and turned it into a meritocracy. The Theocracy is 100% run on a mix of eugenics and meritocracy. Them being aware that their very survival is at stake due to being weak humans, they go all out on having competent people in charge, and they want powerful individuals to breed more powerful individuals.

It's often joked about, but the out of frame derp drawings and PS2 era graphics on a sunny day for an event that was extremely impactful to the universe and measured on a near-apocalyptic scale isn't just an insult to the source material but an insult to how cheaply they could get away with it compared to industry standards.
I would hesitate to make a similar point again since it might come off abrasively, but I'm sure some of Madhouse's notable titles of NGNL or Redline would prove it has at the very least the ABILITY to do better than conflicting textures on 5 repeated models with no shading and conflicting lighting-outsourced or not. My point isn't that Madhouse itself as a whole could create something on par to industry giants such as KyoAni, but it has at the very minimum no fucking excuse to this shitshow of a season. The fact they couldn't even be bothered to draw in the scenes where the soldiers were stationary is a point in itself indicative of how cheap they were. For all intents and purposes; How Not To Summon a Demon Lord might be a harem ecchi from a MUCH smaller studio, but it's final fight was animated and choreographed better with more tension than whatever the fuck SPLAT was supposed to be.

They're Dark Young of Shub-Niggurath (“The Black Goat of the Woods with a Thousand Young”), basically the strongest entity in the Lovecraftian mythos as it's the main/most commonly worshiped god of the galaxy.
