Canned laughter is meant to accentuate the joke, laughter in itself is contagious so the intent was to make you feel like you were at a comedy show laughing with the rest of the crowd. The reason laugh tracks are hated has to do with how they are employ by shitty comedians/directors/produces to cover up their shit jokes and appeal to the lowest common denominator. Manzai is terrible, and so is this show. The small fraction of comedy anime that might be called "the best" are not reliant on straight-man characters. Certainly, you can (and should) have situational humor where one character reacts to another character's behavior, but having characters devoted to being straight-men becomes stale after the first joke, as Manzai always is. In the west, we have an extinct analogue to this with whiteface clown performances, and unsurprisingly it fell out of favor here because people were allowed to get bored of it, because it is boring. Ever watched fireworks with a group of Nips? I think you're overstating the difficulty of it. It's not as if there's been no progress made on the problem of scenecut detection, or even an absence of practical tools for it (DaVinci Resolve can do it, for example). Not only that, the .mkv file designates certain key frames (such as the first frame of a new scene) as I-frames and there are ways to extract a list of those.
