I could see it for different reasons.
-The normalfag woman is highly social and like many, defined in her tastes during her teen years. If she never engaged in anime, she'll hardly want to do it now. If her acquaintances don't care or don't watch it, why would she do it, she'd think. Kinda hard to venture out on a new hobby alone and especially one with a social stigma like anime and its "icky" parts.
-Media says what's cool and not, so the anime recommendations are the flavor of the month, easy to digest stuff. While at the same time, some of these series exalt the icky parts of anime like the large eyes, the fanservice, squeaky voices/screaming voices, so the normalfag woman won't find out about a more grounded series. And series featuring a mostly female underage cast will keep her away. Dunno how many would be interested in ikemen series, you can't round them up in the same group.
-Fans themselves. The people that are still in that obnoxious, loud, screeching phase that throw their weight around as experts, and that in their attempt to be accepted, want to be some kind of social "otaku" so they will obnoxiously share their tastes, memes and whatnot, and will follow social cues so they'll stay away from the icky stuff saying they don't like lawlis and whatnot. They want to be accepted but still have their terrible quirks like not knowing social cues, their hygiene, the way they dress, etc. The normalfag woman will perceive this crowd as the average and will stay out. We try to keep our powerlevel low for various reasons, so like hell we'll want to risk recommending a series to these women, and being exposed.
-The media itself. The normalfag woman will be able to binge watch older series, but it's not easily accessed, they'll either need to have a Blu-ray/DVD borrowed or someone sharing the series on a hard drive. And if it's not on Netflix, she'll need to learn how to torrent or search for a series, so she might not want to do all that work. Manga or LN have a slow schedule, so if the series is still running, she might lose interest and fast if she's not super hooked on it. Then artstyle can be a huge factor too. With real actors you know they're just people, some attractive for your eyes and others that aren't. How is gonna be a normalfag convinced that despite the ugly artstyle or wonky animation, X series has a story that might interest her?
-Culture. Be it because of globalism or sharing similarities in different countries, the normalfag woman will digest or understand foreign works. But Japan has its very own distinct culture that is so different from others. The normalfag woman might be confused when they start telling a joke or a pun, the long silences, the long wide shots of nature or animals, why are the characters living alone with no parents, why are the parents distant/so chummy, why do they enjoy drinking milk so much after hot springs, etc. Even today, you keep learning about a small tidbit or concept, so you enjoy the series more or look for more series that share this. The normalfag woman will have to learn this as well, and without someone or something to guide her, she will not understand, lose interest or not appreciate what we can appreciate. I'm not saying they're stupid, only that they'd have to understand a lot of new concepts, and that depends on how interested they are.
