Not really. Japan in those last 20 years was always qualified, Colombia rarely is.

Japan and SK are considered solid world level teams (SK did went as high as semi-finals fairly recently) but with the lack of either game changing talents/insane team synergy to really reach top tier.

They might have never won against a Latin American country but that's simply because it was how the pots were organized prior to drawing of lots (it's not really random, the thing is basically tuned so a maximum of people watch the competition no matter who comes on top group stage despite the lots draw for the grouping. As a result they would almost always be in a Europe heavy group, A.K.A. a death group, then have the first knockout stage match against the winner of an other european heavy group). Japan lucked out this time as they're in an easy group, but they will have to face either England or Belgium immediately after.

On the other hand South Korea is in a death group (other members are Mexico, Germany, Sweden...).
