So I did some quick research since the article given gives zero details.
The Chinese essentially crossbred two cultivars of "Lagerstroemia indica" or Crepe Myrtle, to get 4 different hybrids. The 灵梦 ('Líng mèng') variety is the Reimu cultivar which is characterized as '直立株型,复色花品种' (upright plant type, complex color flower varieties).
So it sounds like the fact the flower looks the way it does is pure chance based on the parent's phenotypes. Still it would be nice to get some seeds or cuttings from this cultivar, and based on the fan support I don't think it'll be long till we see it hit the domestic market and internationally. And to anon's like me who would try to grow this be aware it is the size of a shrub to small tree.
