The reason they never become adults is that they've got limited lifespans with or without piloting the Franxx. They're disposable. Whatever lets them pilot Franxx also ends them in short order.

This turns out to have been Dr Franxx's Keikaku and they all jump aboard his secret flying fortress he'd been building in secret. They go out to join the Klaxosaurs and fight the 9s and eventually Papa becomes a giant magma monster and Hiro and 002 use their magic wing power to uppercut him into space saving the world.

What really irks me is how they are dragging Futoshi on this kokowhore drama.

If this show was more action oriented I feel like there could have been more room for Futoshi to shine. His showing after the partner switch was admirable, he was able to competently adjust to both a new Franxx and partner, even giving her advice in the heat of battle. He did well and all without letting his emotional baggage weigh him down. Contrast this to the so called team leader Ichigo who's obsession and distraction with Hiro constantly effected her performance in battle and even put everyone in danger a couple of times and Futoshi looks excellent in comparison.
