But if you want a pseudo-scientific explanation, then the "volume" could just be the amount it is repeated in the same time. Dunno about others, but I personally have several flows of thought active at the same time. I can think about something, double-guess my own thoughts and have a song playing in my head at the same time. So, this "screaming" could just be all streams of consciousness saying one thing in a unison, drawing more attention. Plus, they are the only ones in the house, her mom was probably cooking/cleaning, and the sudden change in intensity made Naruto jump. Plus, just like humans have a very strong response to their names, she probably just snapped at her nickname. That would also explain why she mostly reads Toda's thoughts, since he's the only one in the class that is actively thinking of her.
