I don't think so.
There are many publishers competing to get good authors, and there are definitly cases where an author has blocked an anime adaptation.
Perfect example would be Yotsubato, which is published by ASCII Media Works(Kadokawa).
If the author wouldn't be blocking an adaptation, it would have received one ages ago.
Recently Yagi moved manga magazines after his series didn't get serialized in Jump.
His series was then serialized in Shounen Sunday which is owned by a different publisher.
This cleary indicated that the author remains in control for the majority of his copyrights, otherwise it would have been impossible for Yagi to move magazines.
Dragon Ball would also have never gotten a break this long, if Toriyama didn't own crucial copyrights.
For example I just looked at the official Blame release, which lists copyright of the translation and the manga as owned by Nihei and not the publisher.
