If the codecs in the mkv are supported by mp4 you can convert without any re-encoding. ffmpeg -i input.mkv -codec copy output.mp4

I haven't been active recently but I'm going to update the webm guide for libvpx 1.7.0 soon. In case people don't know, this update enables the --row-mt option which makes encoding much more multithreaded and thus faster. I'm doing some tests with 1.6.1 right now and will compare them to 1.7.0 to show the improvements. After that I will update the guide.
I made this when the file size limit was 12MB but I don't think it would look much better as 16MB. This is a 2006 youtube video at 240p that I upscaled with waifu2x and downscaled to 360p.

Anon if you're trying to upscale animation based video - animu or no - you should try using the unsharp filter in ffmpeg after using the scale filter. From my experimentation I got the best results with positive values luma sharpening and negative values chroma sharpening (blurring). Then to hide any artefacting maybe have some contrast/saturation/brightness adjustments and finally a light noise filter. The results I got were pretty good, though I didn't restrict the file size to 16MB for this use case. I figured this would be much faster workflow-wise than waiting for waifu2x to do its thing.

In ffmpeg, how do I use -vf scale while also putting the -ss before -i and using the setpts thing for subtitles that the guide describes?
If I put the scale option after the setpts, they don't appear at all. If I put the scale before setpts, then it doesn't scale.

Using ffmpeg to cut video is probably about as stupid as you can get. Encoding with it is fine, but not video editing. Use a program like Shotcut or Openshot to edit the video and audio together, export it at source settings and then use ffmpeg to reencode with the desired settings.
All I did was disable the audio on the original webm, add the audio from the 44.1kbps flac disk rips some friendly anon in the SSR thread provided some time ago , and to make it not such a jarring cut add a picture in the end that also gives sauce for the song. All using ShotCut.
Then I exported said video at the same settings the source material was at (same resolution and bitrate which took about an hour ) and used the following command:
>ffmpeg -i [input] -b:v 900k -b:a 44k helpanonf.webm
This kept the audio bitrate at almost source level and allowed me to compress the video using the file while only reducing the video bitrate.

Mostly agree, but you can still do some nice touching up with a few options ffmpeg has access to. For example, given what you did there with that video, I could do something very similar given the same source materials. The thing ffmpeg really lacks versus real video editors is a great way to visualize and preview your work, which is much appreciated once you start working with more than a few source materials.

ShotCut is based on ffmpg. While it is not perfect it certainly allows you to do some very nice edits. You should probably give it a try. The windows version doesn't work all th time. Use a linux distro when working with ShotCut.
