What's the point in preparing food reserves for the winter if a band of thugs is going to steal it anyway?
What's the point of building a house if it's probably going to be demolished within a year?
What's the point of investing in children if chances are they will be dead before they start paying off?
What's the point of going thousands of dollars into debt for an education if you have no idea if the degree is going to be any use at all?
Chaos opens up the possibility of positive change. But unless you have some baseline certainties in your life, your life is fucked.
Chaos is unpredictable because it defies definition. The moment you understand what's going on, it is no longer chaos. From that point onward you can begin navigating your course through it and evading the areas that you are not prepared to deal with. But while it is chaos, there is no path and the entire place is a minefield.
That said, I doubt that the introduction of espers would actually shake up our world society so much that people should fear for their lives in countries such as Japan.
