I enjoy Shoujo from time to time. Most of what I read/watch is Seinen or upper-age Shounen, but there's a few good Shoujo out there like the pic you posted, OP. My biggest issue with most Shoujo is that it reads like reverse haremshit, but the MC is usually even more worthless than a haremshit MC in those situations. Shoujo with a mainly male character focus tends to be good stuff sort of how Seinen with a female MC tends to be pretty good. I think the appeal of Shoujo can definitely be there and isn't explored deeply enough in the current anime trends, which isn't surprising since Shounen, even when aimed at young boys, tends to appeal to both boys and girls.
I think Shoujo just needs to stay away from RomComs and Haremshit if it wants to be great again a good read. Too often I see Shoujo falling into the same 3DPD traps that 3DPD Mangakas pull in Josei mangos.

I think it's just what you're left with when you take everything any significant portion of the audience would object to out of a character, so they stay relatable as a self-insert. In the case of haremshit especially, it's not so much that the MC is a beta, it's that he's indecisive, so that the viewers who obviously all have a best girl which is different from everyone else's don't feel cheated when any other girl wins. They're more plain and dense than beta.
It could also be the fact that the viewers can think more highly of themselves when the bar is set too low. I assume at least some people who get off to NTR will feel this way.
