I can't recall TiT, but Universe had the problem with a lot of the episodes falling into the same bad character traits: Kiyone can't catch a break because of Mihoshi-- or anyone else around her for that matter, Ryoko and Ayeka always get into fights that end with explosions and destructions, and generally Tenchi and his family get shit on through all of this.
That isn't to say there isn't some fun moments, but those are for plots that don't fall into the characters being idiots or jerkasses, like the "Tales of Interest"-grade what if episodes and when Washu made a clone that accidentally got a bit of Mihoshi DNA in her.

AIC didn't want to fund anymore expensive OVAs and instead decided to make a bunch of cheap TV shows to cash in on the OVAs' success. Meanwhile in the 10 years between OVA 2 and 3 and the 10 years between OVA 3 and 4 the creator kept adding to the story. Now unless AIC goes all in and gives Kajishima however many episodes he needs I doubt we'll ever get a proper ending.

Honestly the best ending would be fore this Kajishima shitter to just starve as a penniless bum. Harems are shit and the first episode of Tenchi Muyo had so much promise. It could have been a story about a young kid fighting ghosts and monsters with his great grandfathers legendary sword.
