I might be overthinking things but are those three girls the only humans in Harajuku? I could be wrong, but you don't see anyone during the fights. The first time you see other "humans" was after the first fight and the first time they ate the dead scoopers. After this, "people" appeared as spooky purple QUALITY ghosts who looked just like the people in Kotoko's and Mari's freakouts. This is the first time you see the purple spots on the girls.
They also don't act as people should: Kotoko and the others aren't exactly fighting armies of scoopers and giant kaiju in secret yet no one seems to acknowledge the carnage.
I remember being bored because the bright vibrant world felt rather empty and dead with just the three girls rampaging about without any real stakes other than their well-being.
There are no people in danger. There are no people getting saved. There are no people thanking Harajuku's heroes.
It seems the people are like npcs that only appear when "needed", maybe to coax out the girl's artistry. The only direct interactions between the girls and the other citizens I can remember are:
When a girl bought a dress from Mari.
When a crowd of people marveled at Rito's wallpainting.
When those three girls called Mari cool, just when she desperately needed praise.
