This is a good point too, the world already ended and these people are the garbage remains left behind by humankind. Their blessings are technology running rampant, there is only violence and death. The elites often live so long they lose all emotions and long for death that won't come, making them increasingly violent and erratic. Having structured arcs and plot resolutions would make the world too reasonable, but it can't be reasonable, because Agni and everyone who survives in this cold world are only here to suffer.

A setting for the world shouldn't be an excuse to make a story without a plot, there's a lot of post apocalyptic manga out there that have proper story structures.
What baffled me is that the manga start off great, there's an actual a plot and story structure. We introduce to the world and it briefly mention Ice Witch, so we know its an important figure that the main character gonna face later. Then we got introduce to Agni and her sister living peacefully in a town but everything changes when Doma killed everyone with Agni as the sole survivor. Now we have a plot; its a revenge story, and our main character motivation; her sister were murdered. HIs journey to kill Doma began, he got a few companions, there's a sub-plot about making a movie, we got to know more about Behemlgong or whatever as the bad guys and Agni facing moral dilemma. And it all converged into a climatic final battle that end with the fall of behemlgong and then BOOM, Ice Witch finally reveal herself, a perfect ending of the first arc and a great transition to the second arc... or so we thought. At this point, nothing make sense anymore, there's no plot, no character motivation, no story, just shit that happened.
