I know at least Mamizou can venture outside Gensokyo at will, and I think Nue can as well. Yukari probably is capable of it likewise given that it's just another barrier to ignore.

Are there any other 2hus who can leave Gensokyo? And if not, what's so special about Mamizou and Nue that they can just move to and fro without issue?

Mamizou came in, but I don't know that she can come and go freely. But no I'm not aware of any other examples of 2hus leaving other than ULiL.

Patchouli managed to send a rocket to the moon. It was intended to be manned, so I would assume it's possible to leave with enough altitude.

Rinnosuke? He does seem to have a regular supply of items from the outside world. Perhaps stuff he gets from Yukari when she spirits away people to Gensokyo.

I thought that was the case, and sometimes just random drops. I really don't remember it that well.
