Ok, i have good news and bad news
Good news is i've installed the game on a vm and i can get at the games files using ubuntu (target terror runs on linux) the bad news is all the file names are garbled and have no file extensions. ubuntu seems to not mind the files having no file extension and knows what type they are regardless however windows does mind.
The other good news is i've managed to identify some files and name them appropriately so windows will play them. i think i've got most of the bgm and some video cutscenes.

i'm guessing the garbled file names are some kind of raw thrills encryption to stop you getting at the game data but the contents of the file's are still perfectly readable so idk
