"Friday afternoon, Maryland National Guard officials told Miltiary Times they would not be authorizing increased housing allowance payments for troops responding to the coronavirus crisis. Hours later, however, they said the increase would merely be delayed.

The difference, they say, has to do with the swiftly evolving nature of how the Guard was authorized to receive federal funds to respond to the pandemic.

“The primary cause in the delay [is] tied to both funding and authority,” Army Brig. Gen. Adam R. Flasch, Maryland National Guard director of joint staff, said in an email to Military Times Friday night.

When President Donald Trump signed a memorandum Tuesday essentially giving full health care and housing allowance benefits to National Guard troops on the front lines of the fight against COVID-19, it seemed a major inequity was addressed.

But implementing that order has proven a bureaucratic nightmare.

It all has to do with how the changes were rolled out. Trump initially authorized National Guard troops in three states to receive Title 32 status, which provides federal funding to National Guard units operating under state control. Trump sweetened the deal by having the federal government pick up the full tab instead of the usual 75 percent.

About 11,000 of the nearly 28,000 National Guard troops currently deployed in the COVID-19 fight are under Title 32 orders, which are now in effect in 21 states, two territories and Washington D.C., said Air Force Gen. John Lengyel, Chief of the National Guard Bureau.

The move to Title 32 status was lauded by National Guard leadership and others because in addition to the federal funds, it gives National Guard troops healthcare, housing allowance benefits, and leave equal to active duty troops."

South Korea to strap tracking wristbands on those who

violate quarantine orders

"SEOUL - South Korea on Saturday (April 11) said people who violate quarantine orders will be required to wear tracking wristbands.

This comes after a large number of people were found to have contravened self-quarantine rules.

The plan will take off within the next two weeks, said Prime Minister Chung Sye-kyun.

"After deep consideration, the government has decided to put electronic wristbands on people who violate self-isolation rules, such as going outside without notice and not answering phone calls," Yonhap news agency quoted Mr Chung as saying.

However, there are no laws in the country to compel those under quarantine to wear the wristbands.

As such, the health authorities will have to ask violators' permission before they can actually get them to wear the device.

The Korea Centres for Disease Control and Prevention (KCDC) said it expects "active cooperation" from those under quarantine.

As of Thursday, over 54,000 people were under self-quarantine, with more than 160 people caught for leaving the confines of their homes.

"If people under self-isolation break quarantine rules, such as going outside without notice and not responding to health check calls, they will face legal actions and will be asked to wear the wristbands for the rest of their quarantine period," Yonhap quoted the KCDC as saying."

White House Slams Voice of America; VOA Fights Back

"WASHINGTON - The White House on Friday launched an unusual attack on the congressionally funded Voice of America, the U.S. broadcaster that for decades has provided independent news reporting around the world.

In a broadside directed against VOA's coverage of the pandemic and China on Friday, an official White House publication accused it of using taxpayer money "to speak for authoritarian regimes" because it covered the lifting of the lockdown in the Chinese city of Wuhan, where the new coronavirus first emerged. VOA promptly fired back, defending its coverage.

"Voice of America spends your money to speak for authoritarian regimes," the White House said in its "1600 Daily" email summary of news and events. It said VOA's roughly $200 million annual budget should be spent on its mission to "tell America's story" and "present the policies of the United States clearly and effectively" to global audiences.

But, citing a VOA report from earlier this week on the lifting of travel restrictions and easing of the lockdown in Wuhan, the White House said that "VOA too often speaks for America's adversaries - not its citizens." It noted that VOA had also recently pointed out comments by Iran's foreign minister critical of the U.S.

'Disgrace'

Friday's attack followed another barb directed at VOA on Thursday by White House social media director Dan Scavino, who branded VOA a "disgrace" in a tweet.

VOA fired back at both attacks, responding to Scavino on Twitter and defending its coverage as unbiased. It noted that it is required by law to present all sides of an issue.

"One of the big differences between publicly funded independent media, like the Voice of America, and state-controlled media is that we are free to show all sides of an issue and are actually mandated to do so by law as stated in the VOA Charter," director Amanda Bennett said in a lengthy statement that included links to numerous VOA stories highlighting shortcomings in China's response to the virus.

Bennett noted that VOA, along with several other U.S. news outlets, has been effectively barred from working in China but that it continues to report and broadcast news from inside the country.

VOA is run by the U.S. Agency for Global Media, which also oversees other government-funded broadcasters like Radio Free Europe/Radio Liberty and Radio Free Asia."

The Fort Bliss soldier with a questioned story of heroics during the Aug. 3 mass shooting was arrested for desertion early Friday morning near Killeen, Texas, by the Harker Heights Police Department.

Private First Class Glendon Oakley, 22, was arrested and taken to the Bell County Jail by Harker Heights police a little after 2 a.m. on Friday. The police were helping Fort Bliss locate Oakley who was absent without permission.

Oakley is still in the Bell County Jail but will return to Fort Bliss where he will be subject to applicable laws, regulation and the Uniform Code of Military Justice, according to a news release from the Fort Bliss 1st Armored Division.

“Out of respect for the soldier’s privacy, no further information will be released at this time,” the news release read. “We are genuinely concerned about the well-being of all soldiers in our unit.”

Oakley became well-known after telling major television networks that he saved children during the day of a mass shooting in El Paso. "Former Arkansas Governor Mike Huckabee has filed a federal lawsuit challenging a county government ordinance which has temporarily shut down beaches where his multi-million dollar Florida home is located.

Huckabee filed it with his breachfront property neighbors against Walton County and its sheriff, saying the ordinance is unlawfully preventing them from “being able to use or even set foot in their own backyards”.

The lawsuit is stating violation of the community's Fifth Amendment rights, specifically the "Takings Clause", which states, "[N]or shall private property be taken for public use, without just compensation."

It was filed Monday in the US District Court for the Northern District of Florida and says that local government is denying basic constitutional rights in taking 'social distancing' measures too far — to the point that police are infringing on property rights.

The complaint says that law enforcement officers “have been and are currently patrolling and occupying the private beachfront properties” without permission while threatening “arrest or fine Plaintiffs, their family members, or invitees on their private properties,” according to Lawandcrime.com.

“The Amended Ordinance is arbitrary and capricious. The Amended Ordinance purports to be designed to ‘prevent the spread of COVID-19’ yet it has the opposite effect,” Plaintiffs wrote.

“The Amended Ordinance prevents the Plaintiffs, many of whom own residences along the beach, from utilizing their own backyards to quarantine or stay safe at home,” the filing states further. “The chances of a family or landowner catching or spreading COVID-19 is far less in his or her own private backyard (where no one else should be less they be trespassing) than traveling to the grocery store or hardware store or other essential business.”"

A 23-year-old soldier who was praised for his actions during the Aug. 3 mass shooting in El Paso, Texas, died this week.

Pvt. Glendon Oakley was found deceased Wednesday in his quarters on Fort Bliss, according to post officials. Oakley’s death is under investigation by special agents from the Army’s Criminal Investigation Command.

“At this point in the investigation, foul play in not suspected,” post officials said in a statement. “No further information will be released at this time to protect the integrity of the investigative process."

Oakley served as an automated supply logistical specialist with the 1st Armored Division Sustainment Brigade. He was a Killeen, Texas native, according to his service history.

Oakley received the Army Commendation Medal in mid-August for his actions during the mass shooting that took the lives of 22 people."
