That came from xtremewrestlingtorrents.net, and it looks like registrations are open at the moment.

The specific clip in question came from this torrent:

…but while the quality is top notch, maintaining the 0.7 ratio off of a two and a half year old torrent like that will be difficult. Some shows (PPVs especially) will have decent quality stuff on freeleech, but with stuff like Raw or Nitro or whatever it can vary from year to year.
