Then one day my dumb ass pissed her off and she never forgave me because I was a spergy, angsty faggot about 14 and couldn't keep my mouth shut. Still one of my biggest regrets, but the old Joint Ops game nights have more than made up for that.

Since it's a mandatory subject, they have an extreme lack of English teachers who can actually speak English; and they don't get much opportunity to practice. For Canadians, how much of your high school French do you remember? It's like that, only worse, because at least our French teachers actually speak French. Most Japanese get taught English-as-theory by teachers who will teach them the grammatical structure, but have no idea how to actually say the words.
I still remember being in Tokyo and being approached by a young man who was raising money for a charity to help earthquake victims; he spoke quick, clear but accented English, and said he was a "borantchura" (pronounced to rhyme with "tarantula"). It wasn't until some time later that it clicked that he had been trying to say "volunteer". Most of them learn messed-up English like that and never get corrected, because they'll never have to use it on an English-speaker: only on other Japanese high school students who also don't speak English.
