I never even thought about it. This backdrop thing is a really interesting detail.
She's only able to cosplay Makoto there because Makoto is a mere videogame character in their world, not even played by an actual person(except for VA), just an anime stylized character in a videogame as we know it in our own reality. I don't think she could've cosplayed Kaede or the other ones in the end, they were representing characters in a play of sorts, but they were roleplaying as themselves, real people.
The "fanfic version of real people can be cosplayed" would be a cheap loophole that would almost entirely negate the whole limitation of Tsumigi's ability, that wasn't brought up anytime in-game, so I doubt that is the case of what happened. Still it's not entirely impossible.
A more plausible argument is that she would just cosplay as actual fictional people that just happened to look a lot like them for that part. Think about it: If they indeed weren't actors that audictioned for it and it was actual forgery by Tsumugi, then those "people who audictioned" didn't really exist. They bleep out their name during that part, seemingly to imply that it's just to protect the privacy of their real name, but it might also mean that it's just some unrelated fictional person with a whole another name.
It's still all just a fucking GAME THEORY™.
