Ice-type in general. Rock and Grass may have it beat in number of weaknesses (5 vs Ice's 4), but those include some less common move types, and they each also have four resistances.
Ice, meanwhile, is weak to Fire, Fighting, Rock, Steel, all quite common move types, and is only resistant to other fucking Ice losers. Having Ice added to your typing is a total downgrade, which sucks, because there are plenty of cool Ice pokemon.
What's extra annoying is Ice's weaknesses are all basically what would fuck up a block of frozen water, when elemental-type pokemon are the minority and most of them are just cold weather animal mons who would be more resistant to blunt trauma due to blubber and multi-coated fur.

Did you actually play the games? Lugia is a waterbird that used to roost in a tower opposite of Ho-oh. Its tower got burnt down (implicitly accidentally due to its own power, creating storms and a resultant lightning strike) so now it lives under the ocean where it's not at risk of knocking over a city by fluttering its wings the wrong way.
As for why they chose to make it live underwater, it's because Lugia is a dinosaur in the stages between transitioning from a reptile to an avian. It's a cryptozoologist's wet dream if you actually look at its anatomy and break down everything on it. It's got a long neck like a pleiosaur, the tail is very long and its reptilian barbs are positioned to evoke piscene fin placement, its got an avian headcrest, its upper beak exhibits tomial indentation (the tooth shape in the upper cutting edge of the beak, an adaptation in raptors for severing spinal cords), while its lower jaw has tusks. Its rear legs are really interesting, as they're mammalian and have paws, implying it's hiding some sizable claws or talons. Its feathers are sleek and penguin-like, barely more than fuzz, except for the furthest extremity of the wings, which are shaggy and almost prehensile in their dexterity. The coloration is like a light-dark swapped Orca with deeply colored eyeshields which would reduce glare while hunting. Though if we take its coloration to have evolved in the sky instead of the ocean, it seems like Lugia's actual natural habitat would be dense clouds, such as its powers create. It's white on top (camoflage from above) and pale blue on the bottom (camoflage against the sky from below).
tl;dr Lugia is the Loch Ness Monster scaled up to be a deep-sea trench monster rather than a local lake. It's a kaiju. It's a psychic type because it's hyper-intelligent and a moral actor enough to self-sequester to protect the weak, even capable of telepathy, Akira-style telekinetic shielding, and it seems to levitate even if its wings aren't doing anything in the movie.

I think Pokemon should have an elemental type and a physical type.
So you've got the basic elements covered (fire, water, electricity, etc) but then you've got things like mouse, cat, dog, bird, dragon, ape, etc.
Pikachu would still be the electric mouse pokemon, Houndoom would be a fire dog pokemon, etc. Cat beats mouse, dog beats cat, mouse beats elephant, and so on.

They're also considered to be the children of dragon's in Japan's mythology. No bonus points for guessing why the Japanese care about their idea of dragons more than yours. Hell I can't even find an example of a Japanese Dragon breathing fire so that's not even a point in your favor either. They're mostly water deities or poisonous.

Gyarados would have been retardedly OP if it were water/dragon in gen 1. That typing only gives 1 weakness to dragon, and the only dragon move at the time was dragon rage which deals a set 40 damage, so it would have effectively had no weakness. Also keep in mind that gyarados has the equivalent of 580 bst in gen 1 due to the way the special stat worked. 125/100/81 offenses with no weakness on top of 95/79/100 bulk is nothing to laugh at.
